This book is one of the many anthologies about El-Hazard.
I think you can find a review (or at least an announcement) about this book in the El-Hazard "Perfect Guide" edited by Bamboo Comics (I think the image you posted is from there).
Anyway, as far as I know the book is quite rare I've never seen it on eBay and only once or twice on the japanese yahoo auctions, so I don't know very much about it.
