I'm assuming that you mean for a costume of some kind? At our anime convention this past weekend, one of our staff members dressed up as Cloud, from Final Fantasy, complete with flourescent blue contacts to change his eye color. He talked about it with me a bit, and while I don't recall where he got them, he mentioned that he needed to take an eye exam and get permission from his optometrist before the company he got them from would sell them to him. Additionally, the contacts alone cost around $300 - pretty stiff price, if you ask me. You gotta be really devoted to include contacts in your costume design.

Where to find them? Do a Google search. I'm sure a dozen companies will pop up in the first page alone.
